The purpose of billboards is to make you look at them so why not make them very bright and distracting.

Question Re: What do you think of the new LED billboards?
I was once pulled over for having colored lights on my car. I asked the officer why it's illegal. He stated that it is a distraction to other drivers, and could cause accidents. That being the case, why on earth would this be legal?
