Comments and suggestions from citizens:

1) A number of adults and minors spoke regarding issues involving Alexis Michael, owner of Lake Manor Bed and Breakfast at 317 N. Lake Road. A handout was given to Council members. They are looking for the City to pull any permits issued, shut down the business and investigate various complaints. Those being:1) Employees not receiving paychecks, 2) Minors being left in charge, 3) Alcohol, 4) Firearms, 5) Sexual Misconduct, 6) Identity theft concerns, 7) CUP conditions, 8 ) Employees accused of theft, 9) Threats/Assault and 10) Working conditions. Because of the nature of some of the allegations involving minors and an on-going investigation, names of individuals are being withheld.

More than 25 parents and students will be attending a City councel meeting Dec. 5, 2006 @7:30 PM at the City Hall in regards to Lake Manor and it's sole owner Alexis Michael. Alexis has 5 other allias names include Sarah Billard, whom all the children and parents know her as. Alexis has been stealing their identities and using the information to open credit card accounts, Bank account, and putting utilities in their names. She has also refused to pay the minor workers until they provide this additional information. She is accused of sexual misconduct against several of the boys. She has even gone so far as showing several of the children a picture of an ex-employee and telling them to take her gun out of her desk drawer and shot him it this ex-employee showed up on the property. Attend the City council meeting and hear the rest of the story.

SCR 22.001 Definitions
(9)"Misconduct" means any of the following:
(a) Violation or attempted violation of SCR chapter 20 - rules of professional conduct for attorneys...
(d) Commission of a criminal act that reflects adversely on an attorney's honesty, trusworthiness or fitness as an attorney in other respects.
(e) Engaging in conduct involving dishonesty, fraud, deceit or misrepresentation.
(f) Stating or implying an ability to influence improperly a government agency or official.
(h) Violation of a statute, supreme court rule, supreme court order or supreme court decision regulating the conduct of lawyers.
(i) Violation of the attorney's oath.

SCR 20:3.3 Candor Toward the tribunal.
(a) A lawyer shall not knowingly:
(1) make a false statement of fact to a tribunal or fail to correct a false statement of material fact or law previously made to the tribunal by the lawyer.
(3) offer evidence that the lawyer knows to be false.

SRC 20:3.5 Impartiality and decorum of the tribunal. A lawyer shall not:
(a) seek to influence a judge, juror, prospective juror or other official by means prohibited by law:
(b) communicate ex parte with such a person during the proceeding unless authorized to do so by law or court order or for scheduling purposes if permitted by the court. If communication between a lawyer and a judge has occurred in order to schedule the matter, the lawyer involved shall promptly notify the lawyer for the other party or the other party, if unrepresented, of such communication.

ABA Comment (2) During a proceeding a lawyer may not communicate ex parte with persons serving in an official capacity in the proceeding, such as judges, masters or jurors, unless authorized to do so by law or court order.

In a recent court proceeding, Alexis Michael vs. Kelly Wright, Alexis stated that she had no idea who Sarah Billard was.

She is managing an apartment complex in Watertown, Wisconsin called Oakridge Ct.

Fred has been introduced to tenants as "Dean".

Alexis told a Jefferson county judge that Wisconsin Law Enforcement LLC is the management company for the apartment complex and does not own the property. However we have found that the property is owned by TIC I - a subsidiary of Decker Properties Inc and is owned by Frederick J. Decker, the husband of Alexis Michael. Oh... what a tangled web they weave.

They are trying to illegally evict many tenants, including a military man (and his family) who is being deployed to Iraq in a day or two. This violates US and Federal Laws, but Alexis is proceeding. I guess these laws do not apply to her either.

Police Seeking Charges Against Attorney Alexis L. Michael for Disorderly Conduct and Trespassing

This is the 2nd attempt, by Alexis Michael, to get a restraining order against Kelly Wright. Kelly has been fighting for the rights of the teens who previously worked at Lake Manor Bed and Breakfast in Oconomowoc. Alexis served the restraining order to Kelly, by herself! I am happy to say it is also the 2nd time she has failed to receive an injunction. The TRO was dismissed this morning in Jefferson county courthouse after Alexis failed to appear and inconsistencies and false judicial "additions" were found in the legal documents. Alexis is also facing 2 more charges of disorderly conduct in Jefferson county related to offenses committed against the previous apartment managers at Oakridge Ct.

City of Oconomowoc - State official Steve Laesch has determined that Alexis Michael failed to pay some of her employees. A spokesman for the state Department of Workforce Development said Friday that 13 former employees have filed claims of non-payment against Alexis Michael, owner of the Lake Manor bed-and-breakfast, 317 N. Lake Road, and that the deadline for making the payments has elapsed. The state official has asked the District Attorney's Office to intervene.

According to a letter sent to Michael on May 1, at least two minors worked more hours than allowed by law. Michael also allegedly allowed minors to work with chainsaws and worked shifts longer than six hours without a meal or break, and did not reimburse the minors the cost of their work permits. The letter warned that if the payments were not sent by the May 11 deadline, the matter would be sent to the Waukesha Count District Attorney's Office for litigation.

The state gave Alexis Michael until May 11 to pay the minors and ordered that the bed-and-breakfast not employ any minors in violation of the state's labor laws. As of Friday afternoon, a case based on the system was not found on the state's automated Circuit Court system. Information or comments from District Attorney Brad Schimel were not available before the deadline.

Laesch warned that the state will request the maximum penalties.

Alexis has now made another request to the Jefferson County Court for the dismissed TRO against Kelly Wright to be heard before a judge. It is obvious Alexis is trying to use the court system to prevent Kelly from seeking justice for the 13 minors who were not paid. Oconomowoc police have not cooperated and are continuing to pursue false charges made against Kelly by Alexis.

Oconomowoc police have yet to issue citations to Alexis for trespassing and disorderly conduct more than 22 days ago. I guess the wheels of justice grind slowly to a hault, in Oconomowoc. Seems Alexis has a lot of friends within the Oconomowoc Police Department, the City's Common Council, as well as Oconomowoc Mayor Maury Sullivan.

I must speak out, I feel our city officials have been negligent in matters concerning Alexis Michael and have alllowed her reign of abuse and fraud to continue and prosper. However, she has not made any friends on the state level and this is the direction it needs to go. The OLR has a solid case against her and she will be brought before the State of Wisconsin Supreme Court, State Department of Workforce Development and the State of Wisconsin D.A.

Jefferson County has been very efficient in these matters and has already approved sanctions against Alexis Michael for Kelly Wright. A BIG Thanks goes out to Commissioner Jennifer Weston and to all those who work at the Jefferson County Courthouse. All of you show genuine concern for serving the best interests of the community and protecting the rights of residents at Oakridge Court apartments.

The request for the previous dismissed TRO to be heard DeNovo before a judge in Jefferson county has been DENIED.

At a hearing in Jefferson county, regarding 2 disorderly conduct charges against Alexis L. Michael, she was also served papers by servers from the State of Wisconsin Supreme Court and Sterling Mainz Plumbling. She accused the Sterling Mainz server of "touching her breast" after denying that she was Alexis Michael. She has filed a complaint with the sheriff.

told the sheriff's superior, that they were there and nothing like that took
place. She is trying to avoid the truth at any cost, because in the end it will only cost her.

She is a fraud who has been using her law degree and her connection to Oconomowoc city officials, to commit fraud against honest, hard working individuals and small businesses in our community.

The Oconomowoc Police Department has yet to issue a citation against Alexis Michael for disorderly conduct and trespassing on May 23, '07 with her vicious actions against Kelly Wright.

Yet, they are still pursuing false charges made by Alexis against Kelly, just 2 days after Kelly and 30 others, went to the Oconomowoc Common Council meeting with their initial complaints, in December '06. They never spoke with Kelly, they assumed Alexis was being truthful and issued Kelly citations, solely based on the word of Alexis in the amount of $900.00.

This just doesn't make sense to me.

Many are seeking justice, in matters similar to Kelly's. Kelly has been persistant and outspoken and has helped spead the word, which is why she has been receiving the brunt of Alexis Michael's vindictiveness.

Wisconsin Law Enforcement LLC now manages Lakeshore apts. in Beaver Dam, WI. Several tenants stated that numerous orange signs are plastered throughout the Lakeshore apartment complex. Similar to tyhe incedents at Oakridge Court apts managed by the same company in Watetown, WI. Must have been a sale on orange paper somewhere.
The previous orange signs at Oakridge Court Apts. were similar except they were also used to slander the previous managers. There is currently a court case based on this situation and charges pending against Alexis, in Jefferson County.
The new signs say:

1) Unauthorized parking:$175 plus Tow fees--Vistors must use visitor parking

2) Proping Doors open with carpet, newpapers, stones, Etc.:$250

3) Debris left in halls or laundry rooms (garbage, cat litter, paper):$25/incident

I am related to someone who has experienced first hand, an attempt from this womans techniques. Having read quite a bit dabout this pair, I'm left being concerned for my families' well being. Has the media been notified about this. It sure seems as though manipulating the law has been easy for them. Apparently also, they're both not above violence. I'll tell you what, the American way will not tolerate this for long. I'm sure.

Sherwin Williams just filed suit against Decker Properties LLC because of Frederick J. Decker. Unfortunately, his brother is receiving the bill because Fred somehow put it under his brother's business name.

We saw a Sherwin Williams truck on their property a few months ago and notified them that credit should not be extended to this couple.

The list of people robbed by Alexis Michael and her husband Fred just keeps on growing. The Onion newspaper has also filed suit for ads they published for Lake Manor Bed and Breakfast, those too are seriously past due. West Bend Mutual Insurance has also filed suit against Decker Properties for Lakecrest Apts. (aka Lakeshore) in Beaver Dam.

On a better note, Waukesha county has finally filed charges against Alexis for disorderly conduct and criminal trespassing, for the incident at Kelly's home (3 months ago). So, in short, if convicted the county will earn money from the violation of Kelly's rights. However, no charges have been filed for the physical assault on Kelly, by Alexis earlier that same day.

To Magicman, please protect yourself and your family from these unscrupulous and violent people, because even though the police are supposed to "Protect and Serve" - in reality they DON'T. You are in our prayers.

There can be little doubt that Frederick's obstructionist tactics fell within the category of oppressive behavior. Frederick's behavior in this affair has not only lacked good faith, but it also was oppressive.
