As far as I'm concerned, _no_ place is an appropriate place for a halfway house for sexual predators. They should be locked up for good or executed. I don't have the numbers in front of me, but a fairly high percentage of sex crimes are committed by repeat offenders. This tells me that we need to not give them the option of becoming "repeat".
The only exception to that is for kids who get charged as sex offenders because they and their boy/girl friend were one or both underage and had consensual relations. But then, I also think that should only be a crime when there is clear manipulation or force on the part of the older party or when the older party is much older (18 is a really arbitrary age to say is an adult, esp. if the other party is say, 17 yrs and 11 mo).
I'm not sure, though, that basing location on whether or not there's already a correctional facility in the neighborhood is really relevant, though, because the correctional facility is (theoretically) self-contained and doesn't expose the community to the predators in the same way as a half-way house does.
Now, I'm a Waukesha county resident, not Milwaukee, but my brother and his wife and beautiful daughter live near Franklin, and the thought of a halfway house anywhere within even twenty miles of them terrifies me.
