Threatening someone, however, regardless of the reason, is assault. That _is_ a crime. When it's racially motivated, it also falls under Hate Crime statutes, reaffirming that it is criminal activity.

No I don't. I think Murder is murder, Rape is rape, assualt is assualt. Does it matter if was a black on an asian? and why does it matter? If an asian kills a white is he deader because of the color of skin? If a white rapes a white is the crime less violent? It is a stupid law that is designed to do nothing but increase racism.

No, they're laws that make crimes like the lynchings that occured in the South more serious offenses. The race of the person doesn't matter, but the reason for the crime does.

Why does the reason for the crime matter? Is it more violent if I hang you for being black. What if I just flat out hang you is that a better hanging? Did the black hanging have more death in it?

Hate crimes are more than a crime against one person, they are an attempt to terrorize a community, which is more offensive and "worse" than a normal crime. Why its ok to allow for lesser charges in cases of self defense or mental deficiency, but not ok to have more severe charges in the case of a hate crime?
