History Question regarding municipal snow plowing

Hi everyone,

I'm doing some research for a book I'm writing that takes place in Central Wisconsin in the early 1950s. I'm writing a scene that takes place in a snow storm in 1954, and I'm wondering if municipalities and/or counties were plowing public roads back then? For those who remember back that far, any insight on when your town started plowing?

Municipal snow plowing existed in other states as early as the mid to late 1800's so I'm fairly sure it must have existed universally by the 1950's but a local might better answer this question..
