cat leash law

:cry: I was called by Green Bay's (animal police department) a couple weeks ago, telling me that someone has seen my cat out over night. The officer told me live traps will be set in the nieghborhood and if caught there would be a $360.00 fine. I do use leashes on my dogs, but I had no idea about the cat thing! My cat is up to date with all shots, wears a colar with tags, comes when called, and brings me home a mole everyday (or two). Scratches at the door to come in and use his cat litter!! He's done this for years now. Big Maine Coon cat. This has been a huge adjustment for him to stay indoors.
Anyways... I guess a law is a law... the thing is I rescued this cat from the local HS and no one ever told me of this law, and a year ago a lady thought she had hit the cat called police and I call him( the cat) and he came running around the corner just fine, but the officer didn't even mention the cat leash law.... .

It looks like Green Bay also requires cat licensing:

City ordinance requires all cats and dogs 5 months of age or older to be licensed on a yearly basis. A $5.00 fee is required for spayed/neutered animals. If your pet is not spayed/neutered, a $25.00 fee applies.

Ridiculous in my opinion, especially when you have strictly indoor cats.

Has anyone ever successfully trained their cat to walk on a leash? None of my cats would have it. The big one wound himself up in the leash like a yo-yo. We keep our cats indoors and use a cat carrier when we venture out.

Considering it's dangerous to the cat to have them on a lease attached to their collar, that's a pretty stupid law. Harnesses aren't so bad, but if a cat gets away from you with a leash attached to a collar, they can hang themselves or break their necks if the leash gets caught on a tree branch.

What's the reasoning behind the cat leash law?
Sounds like a revenue generator. Cats are far too independent to be leashed. They have hunting to do.
