Disturbing Skies over Southern Wisconsin

This morning we had beautiful blue and sunny skies when I woke up.
When I looked out the window to admire it, I saw jet planes way up high, spraying white stuff in an organized pattern above us and to the West and South. After a while, the white "clouds" spread out to form a hazy layer covering the sun. The sky was no longer blue.
I called the DNR, Aerial division. The guy first told me it was simple contrails, the normal exhaust that comes out of a jet and it would dissipate. I said it didn't dissipate, and it wasn't a normal jet. I was looking at it as we spoke, watching the white "clouds" spread out in a layer. He told me it was ok, don't worry about it because he has seen that going on since he was a kid. It didn't mean anything, and was common and because whatever was in it was so high up there, it would not affect us. I asked him who was doing it? What is it for? He could not answer me, but did say in the future there was supposed to be some new law restricting what can be put into jet fuel.
Around noon the spraying slowed down and I thought it might be over. Tonight it started up again just the same as this morning, and I took photos. Email for more if you want to see what is happening right up above us in Southern Wisconsin.
I'd like to know what is in that they are dumping on us. Is that why the illness and cancer rate is so high?
