Cap and Trade is meant to reduce everyones energy usage by making it more expensive. Higher costs means you'll use less.
But it's a spiral. Utilities will not be getting the extra money you spend on energy under Cap and Trade, the government does. So you use less energy and the utilities make less money.
So they raise their rates to make up for you using less. Just like your article.
So we'll all get hit twice. Rising taxes and rising rates.
