Oh, I just remembered there was another time with this same neighbor that we had a problem with him draining his sump pump hose on to our yard. The whole backyard was covered in 2 inches of water including the flowerbeds and the water was up by our deck, which shows how close to the house it ran.
We did talk to them because there is no way I wanted a swamp in my backyard. We would have lost all the flowers and probably not good for the lawn to be underwater constantly. His sump pump runs all the time non-stop and you can't just drain your water on someone else's lawn. His problem shouldn't become our problem.
I don't see the dog pee situation as any different. People can't just wreck stuff in your yard. It's not like we do that to others.
