An update, Jim Doyle also proposes a tax increase of $1.25 on a pack of cigarettes, start a new tax on hospital profits, cut spending by $430 million from his original proposal.
From the looks of things, the Republicans are less than enthusiastic about the proposal, although the Democrats are ready to roll with Doyle. Along with the amount of funding for the University System, Republicans cannot agree on the hike in cigarette tax, or the new tax on hospital profits. The Speaker of the Assembly made a statement expressing his disappointment in the Governor, and accused him of walking away from the negotiations.
If you threaten to withhold salaries, the legislators would be inclined to pass any pile of papers with "State Budget" typed across the top.
