Over ambitious???
This story sounds more like overly provocative. The police are known to be this way. Seems the police force have taken their roll as safety officials, and law enforcers to also cover the job of interpreting the law, thereby excluding judges.
Oh course, driving drunk is a crime, and those who participate should be prosecuted to the extent of the law.
My experiences with the police have left me with the belief that they see themselves as the ultimate authority, and hold some sort of exclusive power over the members of a community.
