The first water drinking fountain was invented by a guy named Luther Haws, in 1905. Haws was a sanitary inspector for the city of Berkely California. He noticed the school children drinking from a tin cup, that was chained to a sink, and knew it wasn't a sanitary situation. He also was a plumbing contractor, and sheet metal worker. He went back to his shop, and with spare parts he had laying around the shop, came up with the invention.
Having Jim Doyle declare a state wide "theBubbler Day" might be kinda cool, though.
